Dr. L. M. Singhvi

Eminent Jurist

 

 

Dr. L. M. Singhvi, an eminent jurist of the country, is a Senior Advocate of the Supreme Court of India. He was an Independent Member of Parliament (Third Lok Sabha) for 1962-67 term. He was Advocate General of Rajasthan for five years. He has been President of Supreme Court Bar Council for two terms. He is Settlor and Chairman of Supreme Court Bar Association Trust. He is President of Indian Centre for Judges and Lawyers, Indian Centre for Human Rights-Education & Research. He was elected unanimously to the highly prestigious office of UN Special Rapporteur on the independence of judges, lawyers, jurors, assessors. He is Honorary Rotarian and Paul Harris Fellow.

Educated at Jodhpur, Jaipur, Allahabad, Howard, Cambridge and Cornell Universities he had a distinguished academic record. He obtained Master of Laws degree from Howard Law School and Doctor of the Science of Law degree from Cornell University Law School in early 50s'. He served as member of academic staff of the University of California at Berkeley.

In 1956, he attended the International Legal Science Conference held under the auspices of UNESCO in Barcelona (Spain) as one of the four Indian delegates. He was chosen as India's delegate to the Commonwealth Parliamentary Conference held in Kingston, Jamaica in 1964.

As Member of Indian Parliament, Dr. Singhvi led an "Ombudsman" movement in India and gave that institution the indigenous nomenclature which has come to be accepted in Indian Legislative vocabulary "Lokayukta-Lokpal". In 1965, he had founded and became first Executive Chairman of the Institute of Constitutional and Parliamentary Studies, a body of scholars and statesmen which has earned international recognition over the years. He also founded Center for Study of Law and the Federalism Research Center. In 1964, he was appointed to the Ministry of Information & Broadcasting Media Committee which made a landmark contribution to the concept of communications as a part of developing nations infrastructure and on autonomy of the media. He was one of the Founder Trustees of Family Planning Federation of India. He was elected to the renowned galaxy of internationally acclaimed jurors when he was chosen to deliver Tagore Law Lectures and was elected to the Tagore Law Chair at Calcutta University. He delivered the first Jawaharlal Nehru Memorial Lectures on Secularism at Diamond Jubilee Celebrations of Banaras Hindu University and also delivered lectures at other universities. He has been a member of  Syndicate and Senate of several Indian Universities.

Dr. Singhvi has authored many articles, monographs and books. He is a well-known creative writer and is pioneer in Theatre movement in India. He is Honorary Professor of Law at Delhi University and Andhra University and has visited and lectured at many Universities in the West.

Dr. Singhvi has been Chairman of Samachar Bharati. He is Chairman of National School of Drama Society, and Trustee of Bharatiya Jnanpith which awards the prestigious literary award of Rs. 1.50 lakhs annually. He is Chairman of Gyan Bharati Public School, Founder Settlor of Shri D.M. Singhvi Memorial Trust which administers the National Integration Award and is also Life Trustee of Vatsal Nidhi founded by the famous Indian literateur Shri Agyeya.

His wife Smt. Kamla Singhvi is a prolific writer and very well known in literary and social circles.
